AC Policy Change

We already allowed for discussion on plurk and so far this got a good response. Unless anyone has any major reservations, we'll be implementing a new, simpler AC Policy. This will be what we use for the next AC.

The policy still allows for some flexibility as to what can be used for AC and provides reward bonuses for extra activity and for CR-creating actions.
