THE SPIES WHO SPROCKED US - signups/planning [modplot]

After the Legion's Espionage Squad is re-formed, several Legionnaires good at black ops work and hacking are sent to track down the UP Councilmembers that have been betraying the UP and the Legion to Chronoblivion, to bring them to justice once and for all, and find out more about the Big C.
Once the team narrows down the guilty parties, they'll be able to enact a plan against them. Since this plan is meant to be a proactive espionage attack on the part of the characters to undermine and expose the guilty Councilmembers, planning for it will be flexible and determined by the playerbase, rather than something completely laid out by the mods.
THE PLAN
The basic situation will be that the hackers can gain intel that the three guilty delegations are potentially meeting a Herald in one of the vacation spots proposed by Jason, the empty asteroid base of Brainiac 3. A radiation spill was faked by the Heralds to make it a place that most people stay away from, and the Council-members are exchanging information with the Herald. When the Legion gets there, they'll also find that the Council is exchanging two mysterious hooded prisoners with the Herald.
The base contains many hackable computer systems and exploitable security measures (such as wall-mounted stun devices, tentacle security drones, and internal forcefields.) There are short-distance teleporters, ventilation shafts, and lots of secret tunnels. More useful setting details can be added on request, so feel free to ask the mods about that.
Basically, it's an excellent place to get your subterfuge on.
However, the Councilmembers are aware that the Legion might try to corner them and take them down, so they have their own defenses. After cutting a deal with the Legion-hating Harrubian government officials imprisoned after Murderworld, they've been given control of an order of Harrubian warriors, the Nysheef, who are equivalent in skill to Earth ninjas. The Nysheef will need to be taken down silently during the mission so as to not raise the alarm.
POSSIBLE PLANS
There are a few possible scenarios that the Legion can use to take the Councilmembers down, and some of them might even allow for the death or capture of the Herald.
RECORD AND ARREST
The Legion can potentially sneak into the base and record the meeting between the Council-members and the Herald and then arrest the Council-members. With the proof of their betrayal, they can expose the Council-members to the UP. Depending on their actions, they can also potentially stop the Herald.
FAKED BETRAYAL
The Legion can implement a plan where the Espionage Team infiltrates the compound, but several team members fake a betrayal against the rest of the Legion. With the "betrayed" team members faking their deaths, the supposed traitors can gain the trust of the Council-members and Herald and not only record incriminating confessions, they can gain even more intel on the Heralds due to the Herald thinking they're defecting. This would provide a greater chance of getting more useful information from the Herald and their possible death or capture.
A TRAP
With the technology available, they can possibly use technological means of catching the Council-members in the act, such as putting up stasis fields that trap them in place long enough for the Science Police to bear witness to the meeting and help them arrest the guilty parties and neutralize the Herald.
WILDCARD
The team can use any of the above options in combination that they want, or can make up a different one that isn't listed. The suggestions above are just suggestions and the players have the freedom to come up with their own plan.
HOW NPCING WILL WORK:
In this plot, we expect the playerbase to npc the Nysheef, since they're just relatively silent ninjas, but the mods will npc the 6 Council-members in the 3 council delegations, the two mysterious prisoners, and the Herald.
PLOT START
Signup for the plot will be possible until March 22 11:59 PM EST. Plot will be posted that same day, but no one has to tag until they finalize the planning and plotting with other players.
You may sign up (1 character). To opt out characters, you can have them be on the mission against the Queen of Fables or handwave them on tasks elsewhere.
Players that missed the IC Espionage signups can handwave their characters having contacted Parker to join the Espionage Squad.

But here's one sniper with a hell of a skill with a grapple hook, infra-vision and a mini-map of the location in her mind, ready for action.

Since he's been pretty vocal in his distaste for the Legion, he wouldn't have a problem with pretending to defect if people would trust him with that kind of role. Barring that, you know, he's faked his own death before.

From her vantage point, she can watch the conversation and fake betrayal through her scope and help knock out the council members with stun rounds if a stasis field doesn't work (or possibly shoot the Daxamites in the foot with regular rounds just because she doesn't like them).
Bonus: Widowmaker's Apathy power should make her immune to War's empathic ability. This puts her in a prime position to subdue those that fall prey to the ability and need knocked out for their own protection, or to stay on target with the Herald.
